Indre Østfold Regional Council includes all 10 municipalities in Indre Østfold: Aremark, Askim, Eidsberg, Hobøl, Marker, Rakkestad, Rømskog, Skiptvet, Spydeberg and Trøgstad. Permanent members of the Council are mayor, chief and a politician from each municipality.

Management of Regional Council runs on a rotating basis among the municipalities, two years at a time. Currently there is Skiptvet municipality that has leadership, Askim takes over from 1.1.2010. There are normally held about six meetings a year and meetings are open to all. Alf S. Johansen has been appointed secretary of the Indre Østfold Regional Council .
